I'm slightly confused. Is the medical submitted right after ITA within the 60 day window? Or can it be submitted after that?

Medicals is submitted along with other documents post ITA in that 60 day window. You cannot submit the application without Medicals.

you want a source that says you need to submit the medicals with the rest of the PR application? Why not just take the word of all the people who've submitted their PR app and had to submit the medical at the same time?

Or have a read of this. particularly the required documents before you submit the application part.
