Medical Exam

Hi everyone,
We applied for Family Sponsorship and we had our medical exam in October 2016. We were asked for police clearance, travel history and background. All requested documents were submitted at the end of January and we paid all fees. It's been 5 months and no news, I have been checking onlinethe status of the application almost every working day.
Can someone tell me how long does it normally take to get the visa after the date of the medical exam?
Is there any chance not to get the visa in one year and need to take the medical exam again? Not to mention that is not cheap at all.

Is this for a spousal sponsorship application for something else (e.g. parent sponsorship)? If spousal sponsorship - inland or outland? Which visa office?

It's parent sponsorship. We live in Romania, so Bucharest Visa Office.
