Medical, Criminality - Passed, Eligibility Not Started

Hello everyone. I called IRCC last week and was able to talk to an agent. She said that my criminality, medical and security already passed but my eligibility is not yet started. Same with my OWP. Anyone had the same experience? I applied SDS and my application is being processed at Ottawa. Thank you.

My eligibility is still not yet being reviewed. Does criminality comes first before eligibility? Most of the applications I see is criminality after eligibility. Any thoughts?
