the doctor is the one who is suppose to launch the application in the system. When i went for my medical exam, the doctor had to input the results into the system, then printed out a receipt called "emedical". They used my passport, and i can't remember if i brought pictures with me.
I don't know why the person is telling you that you have to initiate something online. That is impossible to do, and suggests she doesn't know what she's talking about. Explain to her that a PR application is not done online, and needs to be sent in the mail. There is no way for an applicant to initiate ANYTHING online. We can't even check the online system until sponsorship approval is given. That is why they take your passport. They need to enter your information into the system so it's connected to your application when you send it in.
Is there another panel doctor on the list you can go to? I would suggest calling them. Otherwise, i'd call back and ask to talk to someone else. If you are in canada visiting (or will be prior to submitting), go to a doctor in canada. It's far cheaper than the US.
