medical and police clearance for study permit from kuwait

I'm an Indian national, residing in Kuwait since 2014. As I got an offer letter from Connestoga college,Ontario, for january 2018 intake, i want to submit student visa application soon. For that, i have some doubts that i would appreciate if you could clarify for me;

- should i submit upfront medical clearance and police clearance with the submission of application?
-if police clearance is needed, do i take it from both India and Kuwait? or only from Kuwait?
-From where i can get the request or form for police clearance or good conduct that i should take from general dept of criminal evidence farwaniya kuwait

Normally police clearance is not required unless you have a history. If you have a history, I assume, CIC might need it from both the countries. Details available in cic webpage, just type police clearance in search bar. Submitting upfront medical is your choice. It makes the process faster, but does not guarantee anything.
