Do you get the medical and fbi check before sending in the forms?
If so where and how long does it take to get an fbi clearnce?
can it be a normal police clearnce?
and what needs to be done at the medical?
what are the prices of both?
if experince please explain both to be as best as poosible

Yes, the medical and FBI clearance are to be submitted with your application. Follow these instructions for getting the FBI report: http://www.cic.gc.ca/english/information/security/police-cert/north-america/united-states.asp

No, it can't be a normal state clearance, don't do those unless you are specifically requested to do so (visa office will decide if you are to do them). The cost is USD$18.00.

The medical involves listing your medical history on a form, blood and urine tests and a chest X-ray, along with a quick physical exam by the DMP. The cost varies, so you'll have to shop around the DMPs most convenient to you.

Make sure a DMP (designated medical provider) from the official list is used: http://www.cic.gc.ca/dmp-md/medical.aspx

Prices vary, but assume it will cost at least $200. Definitely shop around if you are quoted a price much higher than that (I've heard of someone paying something like $450 in the U.S., but that is an extreme example), and consider doing it in Canada if it is feasible as the prices don't seem to vary as much there.
