If any outlander secured any reasonable job in Canada while being outside Canada,please report
OR
Is it possible to get any work permit without having job offer? If it is possible then what about job market for outlanders having mechanical engineering NOC
Any response is highly appreciated

Unless there's something you're not telling us (e.g. you have a spouse who is currently in Canada as an international student or foriegn worker) - you need a job offer and also an approved LMIA before you can apply for a work permit.

Thanks for your reply, there's nothing like that, my crs score is low it's 384 so I'm planning to enter Canada with work permit. And now for this route I'll need a job and also it should be lmia approved as you said.
Now one question remains that how likely it is to get a job? What are the responses from employers and job market, I've got a B.E. NOC mechanical engineer and 4 years of experience in design and manufacturing engineering
What should I expect applying to available matching jobs online, is there any good chance
