Yes - it's mandatory that you take IELTS, CELPIP or TEF.

The process for applying for Express Entry or CSQ is no different for you than any other applicant from any other country. You need to follow the instructions on the CIC web site.

Your education can only be assessed by institutions recognized by CIC. Again, you need to follow the instructions on the CIC web site.

Yes it is compulsory. IELTS can be done @ British council Rose-hill.

Can you please share a redacted copy or sample copy of the character certificate as I have applied for the same for my spouse but it won't arrive till the next few weeks. Need to prepare a LoE as my last date of application submission is in a few days
