masters from ontario or post graduate diploma from manitoba

Currently i have two offers:-
1) Master of engineering in environmental engineering from carleton university for sept 2014
2) post graduate diploma in pharmaceutical quality contro from red river college manitoba.

I am confused that what should i chose for my studies.In ontario i can do masters but PR is difficult and in manitoba PR us easy but i will get work permit of one year only as pg diploma is of one year.
So seniors please help me with it.

If you can afford the tuition fee of the masters program, go in for the masters. A masters degree is always considered superior to a PG diploma.

Also with the 2 year program you will get a 3 year PGWP. But, with the PG diploma you will only get a 1 year PGWP.
About the PR, it all depends whether you secure a job or not after your studies.
Also, you have the International Masters Graduate Stream, which does not require a job offer to apply PNP. Here is the link.

For sure '1) Master of engineering in environmental engineering from carleton university for sept 2014'!

Prefer to pursue a degree program from some university rather from any college. This is because the visa ratio for colleges are bit low as compared to universities (according to me) and also because having some graduate degree from a 'University' is more worthy then getting it from some 'College'. This is again my perception. Others might have different opinions.

I want to ask that as my batch is for sept 2014 so can i apply now?
Or i should wait till march april.?

You are welcome dear!
Go ahead and apply NOW because there will be so many applications later and even now there will be many applications.
Apply early to avoid the rush of applications and to get your visa timely because you never know 'sometimes' it really takes even 3+months. So it is better to apply now.

Can i pre pay my tuition fee before registration?
Univ said that registration for sept2014 will start in july..but it would b late for me.

It is good if you want to apply for visa with fee receipt. I also did the same.

My uni told me the same but then after my debate, they allowed me to submit the dues in advance even prior to registration and as a receipt, they issued my a formal letter on university letterhead stating that we have received this abc amount from <name> <student id number> and this amount will utilize for semester tuition, etc....

So ask them to allow you the same.

Did they adjust your fee after registration?
How much you paid?

I am waiting for my visa yet.
I paid the fee for Regina but have acceptance from Regina and Victoria both.

and YES, they do adjust the fee after registration.
