Masters as PR - Query

My wife and I have applied for PR via express entry. If all goes well, we will be in possession of it soon.

My query is:
My wife intends to do her Masters in Canada. But she will be applying from her home country and it looks like we will not be landing before the application submission deadlines if our PRs are confirmed. The deadlines are sometime during Jan-Feb and we are planning to land some time during Apr-May.

Can she still apply as a PR and not as an international student considering she starts applying after receiving confirmation of PR?

I would contact each school/program and explain the situation. Technically you need to apply as an international student but it sounds like she won't be attending if you don't get PR so they need to anticipate that you are planning on attending as a domestic student. They may not admit it but domestic and international students are assessed differently.
