Master Degree in Law (from Vietnam)

I have a friend who has Master Degree in Law (from Vietnam) with couple of years practicing law. Will Canada or USA recognize his degree as a "Skilled Worker" in order to immigrate to Canada/US ?

Lawyers are not on the "list" http://www.cic.gc.ca/english/department/media/backgrounders/2008/2008-11-28a.asp so he would not qualify as a skilled worker for Canada.
