Marrying in the US then moving to Canada

I am a Canadian citizen, and my boyfriend is an american
He spent 6 months (2014-2015) in Canada and left before his time was up as a visitor; I have spent 3 months in the US as a visitor and plan to return before the end of my 6 months in September. We plan to marry sometime before my time is up (we did not plan on marrying originally, but he proposed while I was here)

What would be the best course of action in regards to him immigrating to canada?

Get married, apply for an Outland spousal sponsorship, immigrate to Canada. One of you will probably need to be a "visitor" for a couple months if you want to stay together during the whole process.
