Marrying after recieving CoPR

One of my outland colleagues has received the CoPR last month. He is planning to get married in 2-3 months and wants to add his spouse to the application. Off-course, he will have to inform IRCC, return the CoPR and submit spouse's forms accordingly.

He is concerned with the fact that it is taking quite long to process application these days.
  1. How much time does it takes on average to get spouse added in the situation described above?
  2. Does the timeline gets affected based on adding spouse as accompanying or non-accompanying ?
  3. In your opinion, which route should he take?

1. I would plan on 4-6 months.
2. Doesn't matter.
3. His call but accompanying makes more sense if he wants his spouse to come with him to Canada right away vs. going through the expense and trouble of sponsoring the spouse later.
