As the title suggests, we are married couple and we live outside Canada. If the sponsor has a job offer in hand, will it speed up a spousal visa application?

Hello.
Well no it wouldn’t speed the processing of your application.However,you’d have to show the source of employment while submitting the application to support your applicant when he/she arrives.
There’s nothing that can speed up an application.

And is the sponsor a Canadian citizen or a PR.

If he/she is a PR, he/she needs to be living in Canada in order to sponsor his/her spouse.
