You are correct, Harmin. He could in fact apply for an inland spousal application, however, having never met his spouse previously and marrying on their very first encounter is going to make his VO's hair stand up straight with the alarm bell that will go off. He will then likely be denied his PR, or at a minimum left in 'limbo' hanging out here in Canada unable to work or travel or do anything else for a long long long time (likely years) while they try to decide if the relationship is genuine, and send his file to the local office and let it collect some dust there for a while before an interview and such.
Being 'trapped' inside of Canada waiting on an INLAND application is a hard thing even for those of us with a solid strong relationship. Imagine the stress after years of waiting and not being able to leave the country because your application will be automatically denied. Imagine sitting at home for not just a year or so, but 2 or 3 or even 4 years while you wait for an answer. Unable to work or study. No sir, not me, no way! LOL
