I had a query relating to the marriage registration certificate.

Do we need any additional certification on it from the state govt. or ministry of foreign affairs? Or the normal certificate that the registrar gives is enough for PR process?

The original marriage certificate as provided by the state where the marriage is registered.

So no need to get it attested from Ministry of external affairs. Just the stamp from first class magistrate would suffice.
