marksheets in sealed envelop vs photo copies with attestation

including mark sheets in a university sealed envelop is mandatory or can I also submit photocopies of my education certificates with attested by any authorized person (commissioner of oaths etc...)

No, the instructions say mark sheets in a sealed university envelope, if they wanted photocopies, then it would have been in the instructions.

Copies of the certificates are required IN ADDITION TO original transcripts / marksheets. They are not a substitute, but an additional requirement.
