Asking for a friend.

My friend (Canadian citizen) married a Cuban in Varadero of 2019.
Given that my friend has not declared the marital status change in Canada or submitted any sponsorship documents, what is his marital status in Canada? How can he verify that?
 
If he got married and hasn’t divorced then his marital status is married. This can be verified with a marriage certificate from Cuba.

And if he decides to get divorced whereby the wife files for divorce in Cuba, does he need to report the change here (again considering he hasn't reported any marital status change since marriage)?

Your question is a bit hard to understand as the context unclear. You only 'report' a marriage abroad for specific reasons, there's no general requirement or central database.

For example : somebody who wishes to marry applies for a marriage license and would need to provide documents from the previous marriage and divorce,because you cannot be legally married twice. Someone applying for child support from a separation or marriage may need to present evidence of that marriage. Someone suing for divorce in Canada would need to show they are married. The reasons would depend on specific context.
