MANITOBA PNP for Skilled Workers

Hello Guys

Does Manitoba select skilled workers from outside of Canada who currently don't have job offer ? If so then what is the process ? How many people they will nominate at 2016 as skilled immigrant without Job offer ? any idea ?

thanks for your reply . that means they don't select people who have any connection with Manitoba directly! that's very strange! i thought they might allow outsider who dont have any job offer and any relation in Manitoba. anyways , i have to look for other option then .
