clarification please:

My current application is "in Process" and I understand that the average processing time is indicated in the website depending on the visa office. I know that the processing time is 14 months in our case. My question is the reckoning date for the 14 months. Is it from the time when the CIC says it received the application (which is Nov 2012), or the time the Manila visa office receives the application from CIC Mississauga (which is March 2013)?

Also, if the reckoning date is Nov. 2012, do we add the 28 days sponsorship approval for myself to the 14 months (i.e. 28 days + 14 months), or is this included in the 14 months?

You start counting the 14 months by the time your application reaches your VO. The time for SA is a different count altogether. In Process status is good. You're about to get your PPR.
