Easier nowadays with online application. The links I quoted will show you what you need to prepare. Then you can go through an online application. Many have gone through a DIY online application just going through the links and have been successful. Alternatively, you can setup an account for your mother and you file (answer all the questions) in the online application.

Just look around for reputable agencies - check their ICCRC standing before you deal with them. http://www.iccrc-crcic.ca/home.cfm?setLanCookie=En

Also in general agencies will charge you services fees that are often expensive and not commensurate to the effort of filing an application. So if you are dead set on using an agency for the convenience it affords your mother, then be prepared for the service fees that they charge. In many cases agencies will be doing the filing and the submission/transmittal, but the applicants will have to obtain and provide the supporting documents (BC, NBI etc.) themselves, so this defeats the purpose of them (agency) doing everything.

Good luck.
