Hi

My parents are retired and my dad is keen on living back in his country, but he doesn't want to go back and forth to Canada too often. We still want my dad to keep his pension from Quebec and Canada, and we're worried that he'll lose the pension if he officially tell the government that he's living outside Canada, without any legal status to Canada. We've been thinking of making my mom a citizen, so my dad wouldn't lose his PR, such as stated in this rule:

A Permanent Resident must be physically present in Canada for at least 2 years in that five (5) year period or if outside of Canada :

accompanying a Canadian citizen, who is his or her spouse or common-law partner or a child accompanying a parent.

I want to ask if this is a good approach, so this way my dad won't lose the PR. We were also wondering if my dad can re apply for PR in future (if he loses it) through my mom's spouse sponsor.

Does anyone have experience in this?

If your mom becomes a citizen, you dad will retain his PR status as long as they are living together in Indonesia.

Is your mom not from Indonesia? How would she live in Indonesia if she were to loose her citizenship?

I also suggest looking at what happens to Indonesians with dual citizenship. He may loose his Indonesian passport, but maybe they have some sort of permanent residency/overseas citizenship for former citizens.
 
If your father doesn't want to apply for Canadian citizenship, then it would work to have your mother naturalize, then they can live together in Indonesia.

I believe a spouse of an Indonesian citizen can apply for KITAP (similar to a permanent residency, but with more limited rights), and as a spouse of WNI, she can also be granted some sort of unconditional open work permit (IMTA).

And yes, your father can keep his PR status if he keeps living with your mom out of Canada (but only after she becomes a citizen), for at least 2 years for a rolling 5 year period.
 
Are you sure he wouldn't still qualify for cpp and any other work pension if he didn't keep his PR?
