Main Applicant no Transcript but Spouse does????

Hello to all,

My husband is the main applicant and he finished master degree in Canada. I finished my undergraduate degree in Canada as well. We have finished the application. When the document checklist came out, he was not required for transcript but I do. Was it because he was a master and I was undergraduate?

Anyone has similar case?

The criteria is unclear - me for example did my undergraduate in Canada and was not requested transcripts.
