Made a stupid mistake - Do I have an option (UAE/Dubai PCC) - "Mail misplaced"

Hi,

I collected my finger print documents, authenticated and legalized it. And sent the package "via regular mail, without tracking" to my friend in Dubai on January 11th 2016, he hasn't received the envelope yet. He went to the Post Office and tried to track it , but to no avail.

Do I have any option other than try to do the entire process once again?. I do have scanned color xerox copy of the document.
