M.Eng applicants for Regina and Saskatchewan universities

For M.Eng application to the University of Saskatchewan, do we need to first apply through Pre-qualification form?
Does University of Regina accepts students from Electrical Engineering in M.Eng of their Software System Engineering program? While applying to Regina for M.Eng which points should be highlighted in Personal Statement as it is not research program?

And lastly please inform me about the total program fees for M.Eng in both Universities. i found only per credit fees given.
