LTO CERTIFICATION FOR DRIVERS LICENSE IN CANADA

can someone help me?
I am leaving for canada soon and im trying to get CERTIFICATION OF DRIVING HISTORY AND CERTIFICATE OF NO APPREHENSION for my application for drivers license in canada. I would like to ask anyone from the provincial area or anyone with knowledge on this if you were able to get these documents from provincial lto offices? Please help.

do they still need res”d ribbon on lto driver certification or they will accept without red red ribbon ? because im here already at canada and il be needing a lawyer in philippines to process the red ribbon for my certification.
