Low Skill TFW and children

Hello,

I am asking on behalf of my fiance who may have a job offer with LMO as of next friday. It is a Low skill position even though he is an electrician, it is work to get him up here. The question we have is this. His 15 yr old daughter has recently decided she wants to live with him.

1) Can he bring her with him on a work permit for a low skill position
2) Does she need a study permit if he is from the US.
3) If he can't bring her under the TFW, is there a way to get her up here on a study permit since she is a minor and not in post secondary. We are planning on getting married and eventually applying for PR but I am currently in bankruptcy so that is on hold. He has been looking for work as an Electrician but has had very little response, likey because he is still living in the states. The only other option is if he can get work up here and apply through the Skilled labor PR Route but that hasnt happened yet.
