For passport, you go to your country's embassy/consulate office (you can't get your passport anywhere else outside your country except from your embassy/consulate office).

For Canadian government ID, such as driver's license, you get it from the same place you got it before. If you are living in Ontario, you can get a replacement from Service Ontario.

Are you in Canada, btw?

Consular offices are obligated to help their citizens while abroad. Even if you don't have any ID with you, they can get your records from home country. There is usually a process to report a lost passport from your consulate or embassy.
