I applied for my mother in May 2012 from Pakistan with the following documents:

* Letter from employer with over 60K annual income
* Letter from bank with over 20K balance
* Letter from mother bank showing a balance of over 30K in mother bank account.
* Landing paper, Canadian passport etc.

I have three kids. According to CIC, the LICO for family size 5 is $46,850 and 6 is $52,838 which are both below my annual income.

My mother have already visited Sweden and have stayed for 4 out of 6 month's visa.

But the application was rejected on the basis that they believe that she would not return to her home country and that I (her son) did not have sufficient funds.
I was shocked to hear that because I have always thought that there was no reason for rejection.

So, could someone just point me in the direction of what should I do further.

You can only try again, but something must have raised their doubts about returning. It's actually ironic that the visa itself is for 2 years and such reasons are more prominent in regular visit visas

I am noticing that it's more strict for Pakistanis for any type of visas

Why would they mention insufficient funds even though I had a letter from employer. They could easily confirm that.
Would a letter to minister be of any help?

You should include most recent NOA and T4.

Will it be of any help to send a letter to minister explaining that supporting papers were ignored. Are letter from employer and three months pay slips not enough?

If I were in your situation, I would apply for GCMS notes under the Access to Information Act ASAP. Your mother only received a refusal letter but you would get VO's details explanation from the GCMS notes. After that, you can rectify the reasons and she can reapply.

Definitely get hold of visa officer's CAIPS notes. Note that your mother's signature is required on that form and not yours.

My grandmother was refused regular TRV 4 times, and was rejected for Super Visa in May 2012. I obtained CAIPS notes and saw that they counted my household to have 3 members +1 (my grandmother), whereas I'm in fact a single individual with no dependents. Apparently Visa officer wasn't convinced that I have enough funds.

I reapplied and included 3 most recent months of bank statements from my account. My grandmother just received a request for medical examination.

I'm a lawyer and have also commenced an application for leave and judicial review to the Federal Court of the Super Visa rejection dated May 2012, so that might have helped them... not sure...

The applicant (Mother) and the requester (Son) signatures are required on different forms in order to apply for GCMS notes.
