I'm from the UK and looking to get a more permanent stay in Canada and need some help doing that.
Here is my background:
Took the ICE for 2 years (2-3 months in between the first year and second year, haven't been home since the beginning of second year) now I'm taking a PSW (personal support worker) course in toronto that finish's February 1st 2014 where I will receive a NACC certificate.

I'm just inquiring what would be my best route in order to get immigrant status? any help would be appreciated.

What do you mean by "ICE"? Did you actually mean to type "IEC" - as in the working holiday visa program? If so, do you have at least one year of full time, paid experience in a skilled profession over the last three years?

International Experience Canada is what I meant, and I just have a year and a half experience at time hortons.

Could I get a work visa with my PSW Certificate?

Unless you were a manager at Tim Hortons for at least one year full time - applying for Canadian Experience Class is out of the question.

The PSW certificate itself won't get you a work visa. However if you can find an employer who is willing to offer you a job and can obtain an approved LMO - you can then apply for a work permit.
