For EE, you do not get points for living outside Vancouver. Where does it say that? Or are you applying for BC PNP?

Oh yes you are right. Location points is only under bc PNP. If my profession is in teer 4, will be a good idea to file bc pnp ?

You need to read through the requirements and figure out what program you are eligible for. Usually you get points for the employer being in a rural area but again you need to do your own research to verify.

I am on open work permit. I was part time when I was a student, from last 2 months I am full time for the same employer.

No points in that case. You would only get the 50 points if your employer gets an approved LMIA.
