Too soon. There are people who wait up to a year for file to get transferred to local office.. So your file is already ahead many.
No need to be worried at this point.

You applied in Sept 2013 and files have been transferred already...its really fast!

You should expect a few more months to hear from them in regards to test. The time also depends on what local office.

Most likely it sits in a pile and you wait until someone eventually looks at it. My file was transferred to the local office in July last year. I did not hear anything from them at all until I got the test invitation letter over 4 months later.

I'm not sure what they exactly do. I don't think they will do another background check since I believe that is handled before the transfer. They will certainly double-check your residency obligations (make sure your made your 1095+ days, etc) since people have gotten an RQ after their file was moved to the local office.
