LMO denied b/c of wage..Loophold... Please help

I have an employer who wants to hire me. They filed a LMO but it was denied because they said the employer was not offering me enough money. BUT, the employer was also offering perks like car allowance and 1/4 bonus that where not factored into the original salary on the LMO. With these perks it would bring the wage up to where they would like.
Should we file another LMO with the perks added onto the salary?

All HRSDC cares about is the base salary. IF the job doesn't meet the norm, they are not going to approve.
