LMO and Work Permit accepted

Hi, I have had an LMO and work permit accepted for a position as a Heavy Goods Truck driver on a 2 year to permanent contract. Will I be able to get a perm residence application through during this time as my 3 children will be attending school in Canada and it is a concern that I would have to return to UK.

Also what are my options with regard to medical and dental help while living in Ottawa during this period?
