LMIA worker needing to give biometrics

hello. I have an approved LMIA and a worker in mexico awaiting biometric. vfs offices are closed until further notice so to my knowledge he cant provide. Is there any option or way for him to come here and provide bio metrics here, since mexico is visa exempt?

No, the border is only open for essential travel and that doesn't sound essential.

There is not yet an option to provide biometrics in Canada, and I he can't make a work permit application on entry right now so the approved LMIA is not itself sufficient to permit travel.
