LMIA FOR ICT EXTENSION!!! PLEASE ADVISE!!!!!

MY FRIEND IS PLANNING TO APPLY FOR ict EXTENSION DO HE NEED TO APPLY FOR LMO OR LMIA FOR HIS EXTENSION OR JUST JOB LETTER.
URGENT !!!!!!!!!!!

I'm on ICT permit that was LMIA exempt.I got contradictory answers on this forum when I asked if an LMIA is needed for extension of the work permit.
I also read about a case wherein CIC rejected the ICT extension based on 'LMIA requirement'.
Still waiting for my company to find out from the lawyers what's needed for the ICT work permit extension.If you find out in the meantime, please let us know.

1 If your ICT is for specialized knowledge, then CIC has been cracking down on the issuance and renewals. If they decide that your knowledge is not that specialized then they will insist on a LMIA read: http://www.cic.gc.ca/english/resources/manuals/bulletins/2014/ob575.asp
2 If you intend to apply for EE if you are on a ITC then if you want 600 points your employer would have to obtain a LMIA for either PR only where the employer is offering a permanent job, or a dual one .

Thanks for your answer. Yes I'm on the specialized knowledge stream of ICT.
I read the bulletin,thanks for sharing.Looks like I'll badly need that LMIA.
