LMIA Exemption & POE

Hi there!
I got the number of Offer of Employment and I will apply for a work permit soon.
However, My departure date is August 26, and I think it may not be approved until then.

So, after applying for a work permit, if I don't get a work permit until the time of departure, I'm trying to get a work permit through POE, is it possible?
If I applied for a work permit outside of Canada, can't I get a work permit in POE?

What is your citizenship? Do you have a TRV or are you visa exempt? Why is your job LMIA exempt. Is your departure date because you booked a flight or for another reason?
