LMIA exempt job offer for EE

hi, i am currently preparing to apply EE and might get a chance of having a job offer from a charity organization which should be LMIA exempt job, but i am a bit confused of how that works because i am not in Canada now, so when my employer apply for work permit should i tell immigration that i am under going EE? is there a conflict?

Should my employer go through job bank to employ me through the EE pool, or can i get a job offer prior entering the pool?

Now other process is GSS, which i highly doubt a charitable organisation would do.

thanks for the response, but i dont quite get why is it related to GSS? i thought i just need to to show a valid job offer and boost my crs higher for an ita.. and im doing federal skilled worker program, if so... i guess im on a totally wrong track?

definition of valid job offer means... job offer supported by LMIA... and if you don have LMIA... no 50 points... there are two paths to get LMIA.. as I told above...
