LMIA & EE- 3 months on WP

Hello,
I am hoping to get some insight on my case.
I have 457 points in EE (CEC) and my WP expires in Nov 2016. I have applied for LMIA to get additional 600 points. On browsing the internet I came across information that EE draws will eventually come down after August 2016. Let's say I do get ITA by end of August or September, can I file for BOWP? Because I will be left with only 2 months on my work permit. One of my friend said you can do it by going to the border and showing them the AOR and other documents.
Will it work in my case???
If I get a positive LMIA, I will be issued a new WP along with 600 points... but if not i might be doomed! :-X

1/ BOWP will not be issued at the border - they must be processed by CIC
2/ Don't count on the points coming down - nobody can predict the future.
3/ Once you have PR application in, you can apply for BOWP. You will be on applied status until the BOWP application is processed (processing times for online applications for BOWP are only 20 days as of now).
