LMIA Cost

Hi, I have a question about the LMIA fee as I have a friend who needs the LMIA in order for renewal of his work permit. I have done some searches but have not found the answer I need.

My question is, who is obligated to cover the $1000 cost for this application, is this solely the employers costs or can they seek reimbursement from the employee?

Thank you, that's what I thought. It seems this particular employer is willing to pay it but then wants the employee to pay him back...with cash. Seems shady to me.
