Living in another country but wants to choose other Visa Office. Please Advice

I currently work in Singapore under Epass or work visa (non-PR visa), I am wondering whether I get to choose to send my application to Manila Visa Office?
I am a Filipino citizen.

I doubt you can choose your own visa office. But it doesn't matter which visa office is processing your app. Why are you concerned?
