Living in a different country than Citizenship, where to apply for visitor visa?

Hello,

I am a Canadian citizen (born & raised), my husband has a Costa Rican passport, but we are both currently living and working in the Dominican Republic.

We both have residency papers in process here in the Dominican Republic...however there is still quite awhile to go until those will be finalized.

We are going to apply to go visit my family this summer in Canada, and I'm wondering if our papers to apply for a visitor visa for my husband should be sent to Guatemala to be processed (since he is Costa Rican) or if they should be sent to Santo Domingo to be processed since we are currently in this country!

The other thing, we were refused a visitor visa in person in Guatemala at the beginning of 2009, although our circumstances were very different then. The lady we dealt with in Guatemala was quite rude to both of us, and told my husband (boyfriend at the time), that if he had come alone to apply without me, she would have given him the visa.

I'm worried that we could get this same lady again, and if she would remember us, if it would affect us in a negative way....
