Live in Ontario, work in Quebec: PEQ or CEC?

I am currently on a work permit working for an employer based in Quebec and want to apply for my permanent residence. My employment with the employer in Quebec is of indefinite duration. My work is near the Ontario/Quebec border. If I apply for the PR and decide to live in Ontario and commute to Quebec, do I still need to go through Quebec immigration (CSQ etc) first? Would appreciate any thoughts on how to proceed.

If you end up living in Ontario but working in Quebec, I'm not sure if you'll be eligible for the PEQ class (i.e. Quebec wants you living in Quebec). And vice versa, applying for the CEC class while working in Quebec also makes it more difficult to prove that you don't intend to settle in Quebec.

Your experience is eligible in both classes, but you will have challenges in either program demonstrating either intending to live in Quebec or live outside Quebec for the PEQ and CEC respectively.

My suggestion would be to live on the Quebec side of the provincial border, and go through the PEQ class. It would probably be the easiest option for you (assuming you don't mind living in Quebec). Once you become a permanent resident, there is no restriction on where you decide to live.
