Load-balancing is your answer... There are several cases like yours. Also cases where GTA area files being handled by Winnipeg or Niagara Falls

There is no rule that states that the office closest to where you live has to process the application. What's your concern about this happening?

My concern is that I did fingerprints 2 months ago, and they say they received fingerprints more than a month ago, and I didn't even get Background Check Complete! Seems very slow.

All fingerprints are processed in Vancouver so your file may move around a bit.
