I would like to hire my sister as a live-in nanny for my one-year old daughter. Does anybody know if they allow relatives? Thanks.

People on this forum have certainly been successful in hiring their relatives as live-in nannies. Make sure your sister meets the requirements and you meet the requirements (e.g. income, living space) as well.

Another question, if my sister is approved, would she be able to take her 10 year-old son with her to Canada?

I think she should assume it may not be possible to bring her son. To be approved for the visa, CIC usually wants to see that she has strong ties to her home country and has no plans on remaining in Canada long term. She won't be able to include her son in her visa application - he would have to apply for a visitor visa afterwards. I think the chances of that visitor visa being approved probably aren't good.
