List of Goods plus cbs forms

I have a question if you type up your list of goods coming into canada with you when you land on a word file, do you still need to fill out these forms before going to the border or at least one of them. I am confused as to why you would need both items.

You should fill out the first one (B4) because it has your biographical information and you can sign it to get the duty-free rights.
