I submitted my spouse's pr application and we have received the confirmation number (inland spousal sponsorship). We also have a representative on our file.

Now that I am trying to link the application to online account, I am unable to search for the file. It says it did not find any application even when I made sure that all the entered information is correct.

I contacted my representative but he said only he can link the application to his account. I want to link the application to my spouse's account. The letter from CIC clearly says that the rep "can" link the application, which I think means I can link it too.

Does anyone here know if only rep can link the application and the applicant cannot ?
 
Yes, I was just reading about this today. If you have a representative, only they can link it to MyCIC. You will have access to ECAS only.

hmmm,,, not very impressive but okay. Can you please share your source of info (may be the link where you were reading about it) ?

So I was finally able to search for my application and apparently we will need to cancel the representative to be able to access our application through our own account.

Here is what we got :

We see that you have a representative tied to this application. Your representative has access to your application.

If you no longer want to use a representative and access the application yourself, you can cancel your representative by filling out the Use of a representative form [IMM5476] (PDF, 647.96 kb) and choose "cancelling the appointment of a representative."
