Link to new work visa regulations

Can somebody pls. provide me a link with regards to a new procedure in accepting skilled workers in Canada for a work visa.
I heard it takes only 6-12 months once your profession falls into their category.
My cousin is a welder in Japan and would like to avail of this so he wont wait anymore for 5 long years to apply as PR.
He is willing to come even on a work visa and just take it from there to later on become a PR.
