I found this on trackitt and i thought i should share it and we discuss about it:

"CIC is working to closely manage arrivals in Canada so that we meet, but do not exceed, the immigration levels plan set by Parliament last fall for 2011. Since we have larger inventories than room within the immigration plan for admissions to Canada, we must stagger the issuance of visas throughout the year. As a result, we will not be in a position to issue a visa to you until July of this year. We expect to send the instructions to you approximately in June"

I think you are right. VO's deliberately delaying the process, many applicants are waiting for 3-4 months for passports to return to them with visa after completing medicles and passport sent to NEW DELHI.
I would request seniors to respond.

I have copied the below email that one of the to-be-immigrant/applicant received from Buffalo Office. I have never seen such a response prior. Any thoughts on if this is applicable to all the applicants or is it case-specific. Any feedbacks will be appreciated. In particular, will this apply in my case too. Please see our prior threads and postings/timelines. Thanks in advance.

Post 26 Jun 2010 many new things have cropped-up with the PR system. No, I haven't come accross any such communication/s before, but it's not surprising. The borders r being tightenned, entries r more regulated & unsolicited cases r weeded out -- big time.

Overall, CIC is downsizing their PR scenario, hence 'eliminating', 'staggerring', 'quotas' etc. r becoming the norm. Thus, there could be some thruth in that communication - especially being applicable to all &/or many VOs. We need to wait & watch how the situation unfolds in this yr... as this would be the deciding 1yr, post those changes.

But, remember, 'quotas' were always there -- prior to 26 Jun 2010 as well -- and many had to wait during the yr ends. So, this scenario is not that surprising, is it?

They indeed are staggering the Visas by timelines and the response was slightly different in my case for my enquiry today. Mine is a little earlier than Graces, but we are all doing good I guess.

My status says Ready for Visa. I am keeping my fingures crossed that I get the PPR in March, so that I can complete the process before May.

Below is the email from VO today afternoon:

Quick question: Are they doing this to all, regardless of the type of application? I couldn't help notice the word "quotas" floating around.

Usually, New Delhi VO is tight lipped about visa issuance process, hence they say that background chech is going on, this is ridiculus that they take 3-4 months.
Seniors please share your views.

I think the cic should inform the applicants through their website if there are any restrictions.Else the restriction cause disappointment to appliacnts

those reply are from applicants who applied in USA. but since the reason given in the email imply to all Visa Offices irrespective of the country they are in.

There is nothing new about it. Yearly quotas for VOs have always been there. The quotas include all classes eg. FSW, PNP, Family, Refugee. The priorities (classes) and amounts (quota) vary from year to year. Currently, the top and bottom priorities are spousal and dependant parents respectively. Year 2011 quotas opened in January.

Government of Canada announces 2011 immigration plan
Ottawa, November 1, 2010 — The Government of Canada will maintain high immigration levels to help sustain the economic recovery, Citizenship, Immigration and Multiculturalism Minister Jason Kenney announced today upon tabling the annual immigration plan in Parliament.

It is estimated that Canada will welcome between 240,000 and 265,000 new permanent residents in 2011. Sixty percent of these immigrants will come through economic streams.

“Canada’s post-recession economy demands a high level of legal immigration to keep our work force strong,” he said. “At the same time, we are maintaining our commitment to family reunification and refugees.”

Like many other countries with ageing populations and low birth rates, in the not too distant future Canada will not have enough people to keep our work force growing. While the majority of new entrants to our labour force will continue to come from within Canada, without immigration, the size of our work force will shrink. Within the next five years, all of our labour force growth will come from immigration.

Highlights of the 2011 immigration plan include a higher range of admissions for spouses and children in the family category. In keeping with recent reforms to Canada’s refugee system, the 2011 plan also includes an additional 1,125 refugees resettled in Canada as part of the commitment to increase total refugee resettlement by 2,500 over three years. In 2008, the last year for which figures are available, Canada resettled more bona fide refugees than any country but the United States. Canada resettles over one in 10 of the world’s refugees.

“These refugees are selected and screened by Canada, and come here legally,” noted Minister Kenney. “We look forward to giving them a safe, new beginning.”

Within the economic category, the 2011 plan balances projected admissions between federally and provincially selected workers to meet Canada’s national and regional labour market needs. Provincial programs help distribute the benefits of immigrants across the entire country. Twenty-five percent of economic immigrants are now destined for provinces other than Ontario, British Columbia and Quebec, compared to 11 percent in 1997.

The Federal Skilled Worker Program remains a significant portion of the economic category. The program admits a range of workers, including technicians, skilled tradespersons, managers and professionals, who help to supplement the Canadian-born work force.

The annual immigration plan is part of Citizenship and Immigration Canada’s annual report tabled in Parliament by November 1 each year.

but the whole issue is that we will have our application delayed beyond stated/expected time frame.
it is good that VO's in usa have stated approximate time frame for completion, but this is not the case with New Delhi.
If New Delhi can give approximate time frame than applicants can make future plans.

Many of the applicants are from 0213 NOC means the are working in IT sector and most of them are not
accepting USA Trasnsfer offer on L1/H1 and offer for other countries just because they think their Canada PR is round the corner.

Well they have fixed the quota's of 20000 and 1000 per NOC and they are keeping a watch on it nothing else. The only reason for delays is the change due to adaptation and implementation of GCMS (Global Case Management System). That could only be the reason for the delay rest, they cannot be any other reason for delay's apart from individual exceptions and administrative delays, but for sure no processing delays.

Now it can be interpreted as limited visa issuance as well

There is a cap on overall intake also into Canada for each calendar year). Very good remarks at least We are hoping from Canadian Government
to treat the old applicants as they deserve to begin process as fast as possible.
Among the whole world our choice is Canada because we think Canada is mixture of many civilizations and
treats every one as Human irrespective of Color and Religion. Thats why we are trying to get immigration to Canada.
Government of Canada must treat us humanly they must realize the pain of long waiting.
