Limited Validity Passports for my children.

I have applied for my children's Canadian citizen certificates from abroad.
I realise the the processing time is upwards of a year.
My question is,
Can I apply for limited validity passports for my children prior to recieving their CCC?
On the passport application forms, it asks specifically for a CCC number.
However,
I recieved a memo from the Consular that suggesting I could apply once I have submitted my CCC applications.

Might anyone help me find any forms specific for such needs?
I have not recieved anything other than the words that it is possible.
